In Pennsylvania, it might cost 30 - $50, 000 or more for a liquor license. However, the license can be sold/passed on to a future owner, or another entity, sometimes at a profit. That $1, 150.00 is a yearly renewal fee in WV. I don't think there is a yearly fee in Pa.
I don't think John holds the liquor license for Jill's. I just looked at their license info and the general application for a license. John is listed because on-site managers must sign the license. But the license is actually owned by RMLL Inc. And James Bougher is listed a having 100% ownership. So, John can be fired and they would just have the new manager sign a new form.
If they did need a new license, these are only $1, 150.00. Compared to PA, that's dirt cheap.
Jill' could just go BYOB and give out free beer until they get a liquor license. John wouldn't be able to finance his own operation, so eventually he'll just sell the license for the money.
